State Reporting Rule: Summary
Where is the “Reporting Rule”?
The Communicable Disease Rule, or Reporting Rule, was adopted by the Utah Department of Health under the authority of Sections 26-1-30 and 26-6-3 of the Utah Administrative Code.
What is the purpose of the rule?
“(The Communicable Disease Rule) … outlines a multidisciplinary approach to communicable and infectious disease control and emphasizes reporting, surveillance, isolation, treatment, and epidemiological investigation.”
Who should report?
- Physicians
- Hospitals
- Other health care providers
- Laboratories
- Schools
- Daycare centers
- Citizens
What diseases must be reported?
- A Reportable Diseases list is available online. Additional copies of the list are available upon request.
What should be included in a case report?
The client’s:
- Name
- Address
- Telephone number
- Date of birth
- Gender
- Date of symptom onset
- Date of lab test
- Treatment information
- Any other relevant disease-specific information
When should a report be made?
- Some diseases require immediate reporting (see reportable disease list). A case of such a disease or event should be called in immediately to (385) 468-8888.
- In cases that do not legally require immediate reporting, a case report should be made within three working days of identification. A report may be called in to (385) 468-8888 or faxed confidentially to (385) 468-4234.
- Elevated blood lead levels of greater than or equal to 10 micrograms per deciliter must be reported.
What about confidentiality (including HIPAA)?
“All reports required by rule are confidential and are not open to public inspection. Nothing in this rule, however, precludes the discussion of case information with the attending physician or public health workers.”
A release of information is not required to provide us with client information.
